My guess is it has its inspiration from the more risque <a href="http://wyominglibraries.org/campaign.html" rel="nofollow">library mudflap girl</a> created as part of the Wyoming State Library's marketing effort to highlight their automobile databases. Not too surprisingly, it caused a <a href="http://freerangelibrarian.com/2007/09/22/how-many-flaps-does-a-mudflap-flap/" rel="nofollow">bit of controversy</a> in libraryland. Hah, I hadn’t seen that one before.
